Electric Vehicle (EV) Charging Permits
The City of Paramount is shifting toward a more sustainable future with lower greenhouse gas emissions and less reliance on fossil fuels. To continue pushing for a more environmentally friendly community, in 2022 the City Council adopted an ordinance to add Chapter 15.06 (Electrical Vehicle Charging Station Requirements and Review Process) to the Paramount Municipal Code. These regulations streamline permitting for electric vehicle (EV) charging stations and infrastructure across the City.

EV Permitting Checklist
The adopted EV ordinance requires the Building and Safety Division to create and implement a checklist of the requirements that would make an electric vehicle charging application eligible for review. To distinguish between single-family residential, multi-family residential, and non-residential locations (such as commercial properties), 3 checklists are ready for public use. - Contain the requirements for the installation of an EV charging station and the process for submitting permit applications to the Building and Safety Division.
- Requires the permit applicant to check the features of the existing electrical service such as rating in amperes, system voltage, and location of the EV supply equipment.
Electronic Submittals
The City will accept electronic submittals of EV permit applications by email and the City webpage. The Building and Safety Division will also accept electronic signatures on all forms, applications, and other documentation instead of a wet signature by any applicant.
Permitting Timeframes
Up to 25 Charging Stations
For projects with 1 to 25 charging stations at one location, the EV charging station application will be considered complete if the City has not (A) found the application to be complete within 5 business days OR issued within 5 business days a written deficiency notice detailing all the changes needed to make the application consistent with the permitting checklist OR identifying specific information necessary for the Building and Safety Division to conduct a limited review of whether the project meets all health and safety requirements.
26 or More Charging Stations
If there are more than 26 stations proposed for only one site, the process described above is the same for the applications except an electric vehicle charging station application will be considered complete after 10 business days and will be considered approved 40 business days after being complete.
