The City of Paramount and the Planning Department want to help residents, contractors, architects, developers, and anyone else interested in understanding how to build an accessory dwelling unit (ADU) or a junior accessory dwelling unit (JADU) in our beautiful city. This webpage walks you through the various steps of how to build an ADU on your property. NEW ADU LAWS FOR 2023
The State of California approves new ADU regulations almost every year. Please refer to the handout below for information about new laws in effect in 2023. The City follows these changes, and all updates will be included in an upcoming revised ADU ordinance.

ADU FINANCING
The ADU Financing Report (accessible from the link below) evaluates existing financing options for homeowners, identifies areas of opportunity to further promote ADU development by lower- and moderate-income homeowners, and considers the production of affordable ADUs.
ADU PROJECT: NONCONFORMING ADU REPORT
The following report assesses unpermitted ADUs in Paramount, discusses options for the legalization of existing unpermitted ADUs, and gives recommendations for the encouragement of owners to complete the ADU permitting process.

The following report is a review and analysis of ADU codes and includes recommendations for updating Paramount’s ADU regulations. Some recommendations must be implemented, and others are options that the City will consider.
