Specific Plans
A Specific Plan is a document designed to implement the goals and policies of the General Plan. Specific plans contain detailed development standards, land uses, infrastructure requirements, and implementation actions for the development of a specific area.
Specific Plans allow for greater flexibility and provide an opportunity to focus the vision and regulations for a specific geographic area. When the City Council adopts a Specific Plan by ordinance, a Specific Plan becomes the official regulatory document (zoning) for that particular area.
Clearwater East Specific Plan
The Clearwater East Specific Plan is in the area bounded by Paramount Boulevard to the east, Somerset Boulevard to the south, the Union Pacific Railroad right-of-way to the west, and Rosecrans Avenue to the north. The current plan, adopted in 1987 and updated in 2018 to allow housing, also allows a mix of swap meet, institutional, retail, office, and light industrial uses. In late 2023, the City began an update to the Clearwater East Specific Plan. This update shortens the name to “Clearwater Specific Plan.” We are planning for the long-term future of this central area of Paramount, and community input is essential.

North Paramount Gateway Specific Plan
The North Paramount Gateway Specific Plan area is generally bounded by the City of South Gate (Century Boulevard) to the north, the Union Pacific Railroad (UPRR) to the west, Rosecrans Avenue and Metro right-of-way to the south, and Anderson Street to the east. The area is mostly residential and allows for mixed-use development (housing on upper floors) along Paramount Boulevard and Rosecrans Avenue.
A Draft Environmental Impact Report (EIR) was prepared to evaluate buildout of the proposed Specific Plan to the year 2045. The City Council adopted the Final EIR at the August 22, 2023 City Council meeting and formally adopted the plan on September 12, 2023.
