Pedals, Power and Public Paths: Your Guide to E-Bike Types

Electric bikes (e-bikes) are becoming a regular mode of transportation on streets and trails throughout Paramount. While they are convenient and sustainable, not all electric two-wheeled bicycles are considered e-bikes. Understanding what qualifies as an e-bike, and what does not, can help riders stay safe and follow the law.

Under California law (Vehicle Code 312.5), an e-bike is a bicycle equipped with fully operable pedals and an electric motor with a power output under 750 watts. E-bikes are designed to function similarly to traditional bicycles, meaning they do not require a driver’s license, registration or insurance to operate. California classifies e-bikes into three categories based on how they operate and the speeds they can reach.

Stationary blue Class 1 e-bike.

Class 1 e-bikes provide motor assistance only when the rider is pedaling and can reach speeds of up to 20 miles per hour (mph). The electric motor also must have a power limit of 750 watts or less. People of all ages can ride Class 1 e-bikes, but riders under 18 are required to wear a helmet. No registration or driver’s license is needed. 

Class 2 e-bikes feature a throttle, allowing the rider to ride without pedaling, which is the key difference from a Class 1 e-bike. The motor can hit speeds of up to 20 mph and will automatically stop when it hits anything above 20 mph. Similar to Class 1 e-bikes, Class 2’s motor is capped at 750 watts, there is no age restriction for riders, and those under 18 must wear a helmet. No driver’s license, registration or insurance is needed, and while the throttle feature offers more control, riders must still remember to ride safely and follow all legal boundaries.

Class 3 e-bikes are designed for higher speeds and enhanced performance, creating significant differences in speed and regulations. The motor provides pedal assist up to 28 mph but its power must still be limited to 750 watts. There must be functional pedals with no throttle and assistance is only provided while physically pedalling. All riders must be 16 years of age or older, helmets are required to be worn by everyone, and no driver’s license, registration or insurance is needed. It is important to note that Class 3 e-bikes are NOT allowed on any Paramount public streets or sidewalks. 

While these are the three main types of e-bikes, there are two other classifications that can be a source of confusion: pocket bikes and mini bikes. These smaller motorized vehicles are often designed for recreational use and are NOT street legal in Paramount. Unlike Class 1, 2 and 3 e-bikes, these motor vehicles do not include functional pedals and are only allowed on private property.

As popularity for these bikes continues to grow, riders play an important role in keeping public spaces safe and accessible. If law enforcement encounters individuals riding these bikes inappropriately, they can initiate traffic stops, issue traffic infraction citations, and even impound the bikes in some cases.
