City Manager’s Office

The City Manager is appointed by the City Council to be the chief administrative officer of the City’s day-to-day operations. The City Manager provides for the overall planning and implementation of City programs in compliance with City Council policies and the Municipal Code.

The City Manager effectuates the policies and directives of the City Council, and supervises and coordinates the activities, including staff, of the various City departments. In conjunction with City Staff, the City Manager identifies keys issues within the City and recommends solutions to the City Council. Additional duties include public relations responsibilities, administration of legislative matters, and maintenance of the fiscal status of the City. The City Manager cooperates with State and other local governmental entities in the pursuit of common goals.

City Manager: John Moreno

Paramount’s City Manager is John Moreno, who grew up in Fresno, graduated with a bachelor’s degree from UCLA in history, and holds a master’s of public administration from USC. He joined the City as a Management Analyst in 1993 and worked his way upward in a variety of positions, serving as Assistant Public Works Director, Assistant Public Safety Director, Public Safety Director, Community Development Director, Administrative Services Director, and Assistant City Manager. As Community Development Director, he focused on economic development and attracting new businesses to the City. This work culminated in 2017 with the large-scale redesign of Paramount’s downtown district. This re-invigoration has resulted in aesthetic changes that have been instrumental in the opening of a variety of new retail and dining establishments in the City. John has held his current position since October of 2015. He is an active member of the International City/County Management Association (ICMA) and the California City Management Foundation (CCMF). He serves on the Gateway Cities City Manager’s Steering Committee, the Contract Cities Liability Trust Fund Board, the Southeast Area Animal Control Authority City Manager’s Committee, and is Chair of the City Manager’s Advisory Committee for the WSAB Metro Light Rail.  He also serves as the City’s Liaison to the Board of the Paramount Chamber of Commerce.
