Mobile Home Memorandum of Understanding (MOU)
The City of Paramount has completed the development of a Mobile Home Park Memorandum of Understanding (MOU) that aims to benefit property owners and tenants across all 17 mobile home parks in our City. The MOU outlines the terms between parties involved in a mobile home park, covering rent increases, park rules, responsibilities, and expectations of both mobile home park owners and home owners. To achieve this, the City formed an ad hoc stakeholder committee in January 2025, that included two Paramount City Council members, City staff, subject matter experts, three mobile home property owners/managers and three mobile home residents. The final MOU was approved by the City Council on April 28, 2026.

- The three resident representatives are from Orange Avenue Mobile Home Park, 15325 Orange Avenue; Cherryfield Village, 16706 Garfield Avenue; and Rio Puente, 6656 E. Rosecrans Avenue.
