Regular City Council Meetings​

  • Regular meetings take place on the second Tuesday of each month at 6:00 p.m. and fourth Tuesday of each month at 5:00 p.m.
  • Meetings take place in the Council Chamber at Paramount City Hall located at 16400 Colorado Avenue, Paramount,  CA 90723
  • All Paramount City Council meetings are open to the public and anyone is welcome to attend in-person

City Council Meeting Agendas

Meeting agendas are the publicly posted document detailing what will be considered by the City Council at each meeting. The public is welcome to address the City Council during general public comment or for any agendized item. No action can be taken on items that are not listed on the agenda.

Paramount City Council agendas are physically posted in the glass case outside the main entrance to City Hall, located at 16400 Colorado Avenue at least 72 hours in advance of any regular meeting as well as online on the City’s website in the Agenda Center.

Addressing the Council

In-person:

If you wish to make a statement, please complete a Speaker’s Card prior to the commencement of the Public Comments period of the meeting. Speaker’s Cards are located at the entrance.  Give your completed card to a staff member and when your name is called, please go to the podium provided for the public.

Via Zoom or Telephone:

To provide public comment remotely, join the meeting using the Zoom link or telephone number. When the Mayor announces the public comment period or the applicable agenda item, click the “Raise Hand” button in Zoom. If participating by telephone, press *9 to raise your hand.

When it is your turn to speak, City staff will announce your name or the last three digits of your telephone number and unmute your microphone. If you are participating by telephone, you may need to press *6 to unmute yourself.

Speakers are requested to state their name for the record before beginning their comments. Public comments are limited to three (3) minutes per speaker, unless otherwise directed by the Mayor.

In the event of a disruption to the Zoom platform or other technological issue that prevents the public from observing or participating in the meeting as required by law, the City Council may recess, delay, or take other appropriate action consistent with applicable law.

No action may be taken on items not on the agenda except as provided by law. All public comments will be recorded and rules of decorum and procedures for the conduct of City meetings will apply when addressing the City Council.

Emailed/Written Comments Policy:

Any written comments received via email or hardcopy delivery no later than 15 minutes before a City Council meeting will be printed and provided to all members of the City Council at the meeting. Any emailed or written comments submitted before the conclusion of meeting, will be printed and filed as part of the permanent record for that item.

E-mail public comments should be sent to crequest@paramountcity.gov and must be received by 15 minutes prior to the start of the meeting. The e-mail should specify the following information: 1) Full Name; 2) City of Residence; 3) Phone Number; 4) Public Comment or Agenda Item No; 5) Subject; 6) Written Comments.

Rules of Decorum for the Public: 
  • For matters not on the Agenda, members of the public may address the City Council during the Public Comment period.
  • For matters on the Agenda, members of the public may address the City Council immediately prior to the consideration of the agenda item. 
  • For matters involving a Public Hearing, members of the public will be called up by the Mayor/Chair once the Public Hearing is opened 
  • Each Speaker will have 3 minutes to address the City Council.
  • The Public Comment portion of the meeting shall not exceed 30 minutes total.
  • It is encouraged that speakers refrain from making repetitious comments.
  • Upon expiration of the 30-minute Public Comments period, any member of the public who has not been heard shall be heard at the conclusion of the City Council Agenda.
  • Members of the public are not to engage in disorderly conduct, including the use of obscene, threatening, or abusive language; clapping; whistling; yelling; stamping of feet; or other acts which disrupt the orderly conduct of the meeting.
  • Persons addressing the City Council must address the Council as a whole and shall not engage in either a debate or question and answer with individual Councilmembers, City Staff, or with other members of the audience.
  • Placards, signs, and posters may not be brought into the City Council Chambers that would disrupt or otherwise render the orderly conduct of the meeting.
  • Members of the public addressing the City Council have the right to request a spokesperson be chosen for a group whenever a group of persons wishes to address the Council on the same subject matter. When a speaker represents a large group, he/she should so indicate and request additional time to speak from the Mayor/Chair.
  • Video recording, audio taping, or photography may only be taken from the rear of the Chambers (while standing) or from any seat (while sitting) so long as such activity does not disturb the audience and public speakers and interfere with the orderly conduct of the meeting.

Agenda Items

Copies of the staff reports or other written documentation relating to the items listed on this agenda are on file with the City Clerk in Paramount City Hall, located at 16400 Colorado Avenue, Paramount, California, and are available for inspection during regular office hours, Monday through Thursday from 8:00 a.m. to 5:30 p.m. and Friday from 8:00 a.m. to 5:00 p.m.

If you require special assistance or reasonable accommodation to participate in any City meeting (including assisted listening devices), please contact the City Clerk’s Office at (626) 570-5090.  Notification of at least 72 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting.

Translation Services

All City Council meetings are translated live in Spanish in the Council Chamber. If you require Spanish translation, please see a staff member in the back of the Council Chamber to check out a headset to listen to the Spanish translation. If you require translation services in another language, you are welcome to bring a translator. Please contact the City Clerk’s Office at (562) 220-2220 at least two (2) hours prior to the meeting so we can provide adequate space for any additional translation needs.
