Election and Voter Information
The Paramount City Council consists of five members elected to serve four-year terms of office. Each year, the five Councilmembers select one of their own to serve as Mayor. Councilmembers must be registered voters of the City and their four-year terms of office alternate so that either two or three Councilmember seats are open in alternate election years. The City of Paramount conducts General Municipal Elections to elect members to serve on the City Council in in even-numbered years coinciding with the Statewide Primary Election. The City Clerk is responsible for overseeing the administration of the City’s General Municipal Election and elections are coordinated with the Los Angeles County Registrar Recorder/County Clerk’s Office.

NOTICE IS HEREBY GIVEN that a Special Municipal Election will be held in the City of Paramount on November 3, 2026, at which there will be submitted to the voters the following City measure:
City of Paramount Public Safety, Environment, Streets and Business Improvement Measure | |
Without taxing residential property owners or renters, shall the ordinance to fund services for Paramount 911 response/public safety; reducing crime; responding to business burglaries; addressing street racing; monitoring/improving water/air quality; repairing streets/potholes; supporting businesses by annually levying between 8¢ and 13¢ per square foot on industrial/commercial properties only, with annual adjustments up to 3%, raising approximately $4,000,000 annually until ended by voters, requiring audits, spending disclosure, local control, be adopted? | YES |

NOTICE IS FURTHER GIVEN that pursuant to Article 4, Chapter 3, Division 9 of the Elections Code of the State of California, the legislative body of the City, or any member or members thereof authorized by the body, or any individual voter or bona fide association of citizens, or any combination of voters and associations, may file a written argument, not to exceed 300 words in length, accompanied by the printed name(s) and signature(s) of the author(s) submitting it, or if submitted on behalf of an organization, the name of the organization, and the printed name and signature of at least one of its principal officers who is the author of the argument, for or against the City measure.
NOTICE IS FURTHER GIVEN that, based upon the time reasonably necessary to prepare and print the arguments and Official Sample Ballot Booklet for the election, the City Clerk has fixed August 14, 2026 at 5:00 p.m., during normal office hours as posted, as the date after which no arguments for or against the measure may be submitted to the clerk for printing and distribution to the voters as provided in the Article 4. Arguments shall be submitted to the City Clerk, accompanied by the printed name(s) and signature(s) of the author(s) submitting it, or if submitted on behalf of an organization, the name of the organization, and the printed name and signature of at least one of its principal officers who is the author of the argument, at City Hall, 16400 Colorado Avenue, Paramount, California. Arguments may be changed or withdrawn until and including the date fixed by the City Clerk.
NOTICE IS FURTHER GIVEN that proponent(s) or author(s) of the argument (in favor of/against) the City measure shall complete a Ballot Label/Arguments and Rebuttal Form to be obtained from the City Clerk’s office and filed together with the printed and signed argument.
NOTICE IS FURTHER GIVEN that any ordinance, impartial analysis, or direct argument filed under the authority of the elections code will be available for public examination in the City Clerk’s office for not less than 10-calendar days from the deadline for the filing of the arguments and analysis.

How to Vote in Paramount
The City’s elections are held in conjunction with the Statewide elections and the Los Angeles County Registrar Recorder/County Clerk is the primary source for specific election information, including registering to vote, sample ballots, voting by mail, and voting locations. To learn more, visit LAVote.gov.
All registered voters will receive a Sample Ballot and Vote-by-Mail ballot in the mail in early May. There are multiple ways to return your ballot:
- By mail, no postage is necessary.
- At any participating Vote by Mail Ballot Drop Box location. (There are two in town, one at the Paramount Library at 16254 Colorado Ave. and another at the Paramount Park Community Center at 14400 Paramount Blvd.)
- At any Vote Center in L.A. County. (List of locations in town to be determined, but voters may vote in person at any Vote Center in the County.)

Voter Registration
The Los Angeles County Registrar Recorder/County Clerk is the primary source for voter registration and local election information, including sample ballots, voting by mail, early voting locations, and finding your polling place. Visit the Los Angeles County Registrar Recorder/County Clerk’s website to learn more.
To be eligible to vote in an election, you must registered. If you would like to receive a sample ballot in the mail, you must register at least 15 days prior to the election date. Voter registration forms may be obtained from the Paramount’s City Clerk’s Office, the Office of the Los Angeles County Registrar Recorder/County Clerk, and post offices. With the new Voting Solutions for All People system that Los Angeles County is starting in 2020, you will also be able to register at the “vote centers” when you show up. Some vote centers will provide an opportunity to cast a ballot for 10 days leading up to Election Day.
