From Blight to Opportunity: City of Paramount Makes Progress on New Affordable Housing Development

The City of Paramount continues to make meaningful progress in expanding affordable housing opportunities in the community. In September 2019, the City acquired the 7,660 square-foot property at 16305 Hunsaker Avenue using the former Redevelopment Agency’s Low-to-Moderate Income Housing fund, with the goal of revitalizing the site and creating new housing opportunities for Paramount. 

Previously occupied by an out-of-place cabinet shop and overcrowded residential units, the City is transforming the site from a once-blighted property into a place future residents will be proud to call home.

The City took a phased approach to the project –  the Coronavirus pandemic initially delayed plans to relocate existing tenants, but by 2023, all residents successfully relocated with appropriate support and compensation. In early 2024, the structures were demolished, making way for new construction.

In May 2024, the City Council approved an agreement with the Habitat for Humanity of Greater Los Angeles, establishing a partnership to bring affordable housing opportunities to the site. Later that year, the Development Review Board approved Habitat’s initial proposal to construct two single-family homes. Subsequently, in May 2025, the City reviewed and approved a modified design that seamlessly met project goals and site conditions. By August 2025, the City approved the finalized construction plans and prepared permits for issuance.

Habitat for Humanity will lead the process of identifying and supporting qualified homebuyers to help ensure the homes are accessible to families in need of affordable housing.
