City Clerk
The City Clerk’s office serves as the guardian of democratic processes, providing public access to records, managing elections, and ensuring government transparency for our community.
Key Responsibilities:
- Elections: Administers all municipal elections and filings for candidates.
- Records Management: Maintains and provides access to official city documents (minutes, ordinances, contracts).
- Legislative Support: Prepares agendas, records minutes, and supports City
Council and committee meetings, ensuring proper procedure. - Public Information & Transparency: Helps ensure compliance with the Public
Records Act, Brown Act (open meetings), and Political Reform Act. - Appointments: Manages appointments to city boards, commissions, and
committees, including ethics training, and publishes the Local Appointment List.
LOCAL APPOINTMENT LIST
Government Code Section 54972 (Maddy Act), requires the City Clerk to post a list of the appointments to all City commissions and committees, including the terms and qualifications, and provide notification when there is a vacancy. Commissioners and committee members are appointed by the Mayor, with the approval of the City Council, and serve at the will and pleasure of the City Council.
AGENCY REPORT OF PUBLIC OFFICIAL APPOINTMENTS (FPPC FORM 806)
This is a Fair Political Practices Commission form that is required to be posted prior to a vote when a Councilmember is appointed to an external board or commission where they receive a stipend. The City typically takes these appointments to the City Council in April or July.
