Environmental Documents
The City of Paramount is considered the lead agency for a number of different construction, infrastructure, and planning projects. The City reviews environmental documents that are prepared under the California Environmental Quality Act (CEQA) and CEQA Guidelines. Below are environmental documents for public review.

Gold Key Development 17 New Residential Units
The proposed development would involve the construction of seventeen, single-family, detached residential units. The new residential units would range in size from approximately 1,707 square feet to approximately 1,860 square feet. Three housing types are proposed and are referred to as Plan A, Plan B, and Plan C. The overall development density would be 16.3 units per acre. The units would be arranged linearly, with the garages facing the alleyway towards the west and the building frontages facing the east towards Paramount Boulevard. 15101 Paramount Boulevard Redevelopment Project
The proposed project involves the redevelopment of the 3.3-acre Lindsay Lumber property at the southwest corner of Paramount Boulevard and Somerset Boulevard. Following the demolition of existing buildings, the project proposes three commercial buildings separated into three lots. The new commercial buildings include a retail building (Building 1: Sprouts Market), a two-tenant drive-thru restaurant building [Building 2: Tenant A, Panera Bread (with drive-thru) and Tenant B, pending tenant (no drive-thru)], and a coffee shop with drive-thru (Building 3, Starbucks). The drive-thru restaurants include outdoor dining space. Proposed buildings would be single-story and have a maximum height of 37 feet. A total of 133 parking stalls would be provided including eight Americans with Disabilities Act (ADA) spaces, four electric/clean air vehicle spaces, and 24 street parking spaces (Colorado Avenue). Access to the site would be provided by four 28 to 30-foot-wide driveways, including two along Colorado Avenue and two along Paramount Boulevard. Additional access would be provided by an existing alley connecting to Adams Street.
Orizaba Avenue Homes
This residential project is a proposal – approved by the Planning Commission and City Council in 2023/2024 – to construct 10 detached single-family homes on a 0.83-acre vacant property located west of Orizaba Avenue and north of Jackson Street. The project is now under construction. The site is bounded by the LA Kings Iceland in Paramount (an ice skating and hockey rink and parking lot) on the west and south, the Clearwater Christian Center on the north, and Orizaba Avenue on the east. The new residential lots range in size from 3,199 to 4,438 square feet. Three housing plans have been approved. Each housing unit would be provided a two-car garage, and two additional parking spaces for each unit would also be available on the driveway. Spane Park Stormwater Capture Project
This project entails constructing and operating a stormwater capture and filtration facility beneath Spane Park, as well as other ancillary improvements to Spane Park. The stormwater capture and filtration facility would intercept flows from a storm drain beneath Rosecrans Avenue and convey them into an underground reservoir beneath a proposed soccer field for infiltration into the groundwater basin. An outflow pipe would be installed to convey excess water from the reservoir during heavy storms when all of the water is not able to infiltrate. The water would pass through a filtration system before discharging back into the existing storm drain channel. Additional park improvements would include installing a soccer field, reconstructing basketball courts and a restroom building, reconfiguring the parking lot to provide 35 parking spaces (including 2 electric vehicle charging stalls), adding an approximately 5,200-square-foot habitat garden, and revitalizing of the pond and stream feature. North Paramount Gateway Specific Plan
The following documents are for the North Paramount Gateway Specific Plan. The Specific Plan area contains approximately 112.02 acres in the northern portion of the City and bisected by Paramount Boulevard. The North Paramount Gateway Specific Plan area is generally bounded by the City of South Gate (Century Boulevard) to the north, the Union Pacific Railroad (UPRR) to the west, Rosecrans Avenue and Metro right-of-way to the south, and Anderson Street to the east.
The North Paramount Gateway Specific Plan replaces two existing specific plans – the Clearwater North Specific Plan and the Howe/Orizaba Specific Plan – into a single specific plan, slightly expands the planning area to incorporate additional key parcels along Paramount Boulevard, and provides a land use plan to support sustainability efforts, economic vitality, street beautification, infrastructure improvements, and design requirements for new developments. There are no new developments currently proposed or under consideration. This is a long-term plan. If approved, existing homes and other uses would continue until the property owner decides to apply for a change in the future. City approval would be required for any change.
A Draft Environmental Impact Report (EIR) was prepared to evaluate buildout of the proposed Specific Plan to the year 2045. The City Council adopted the Final EIR at the August 22, 2023 City Council meeting and formally adopted the plan on September 12, 2023.
