Mobile Home Memorandum of Understanding (MOU)

The City of Paramount is pursuing the development of a Mobile Home Park Memorandum of Understanding (MOU) that aims to benefit property owners and tenants across all 17 mobile home parks in our City. The MOU would outline the terms between parties involved in a mobile home park, typically covering rent increases, park rules, responsibilities, and expectations of both mobile home park owners and tenants. To achieve this, the City has formed an ad hoc stakeholder committee that includes two Paramount City Council members, City staff, subject matter experts, three mobile home property owners/managers and three mobile home residents. The goal is to finalize the MOU by spring 2025.

Mobile Home residents may contact the resident committee liaison, Brooke Ervin of Mobile Home Action, at 323-801-9227 or by email: bervin@mhaction.org to provide feedback for the MOU.

  • The three resident representatives are from Orange Avenue Mobile Home Park, 15325 Orange Avenue; Cherryfield Village, 16706 Garfield Avenue; and Rio Puente, 6656 E. Rosecrans Avenue.

Park owners/managers may contact the property owner committee liaison, Mr. Jarryd Gonzales of the Western Manufactured Housing Communities Association (WMA), at 714-475-3394 or by email: jarryd@goodprgroup.com to provide feedback for the MOU.

  • The three mobile home park owner representatives are from Cherryfield Village, 16706 Garfield Avenue; Americana, 16600 Downey Avenue; and Rio Puente, 6656 E. Rosecrans Avenue.
