Immigration Humanitarian Services Program
The Paramount City Council has approved $100,000 in funding to launch a new Immigration Humanitarian Services Program—a direct investment in the well-being of our residents.
This program is a partnership with trusted community organizations providing real help to those affected by recent immigration-related activity.
Together, these organizations will:
✔️ Purchase and deliver food boxes and essential supplies
✔️ Provide housing and utility assistance where needed
✔️ Host “Know Your Rights” workshops led by the Department of Justice

Paramount Mayor Peggy Lemons joined Mayor Karen Bass and fellow regional leaders in urging an end to ICE raids, warning that residents are too afraid even to send their children to school.
Fact Check: The City’s Role in Immigration Enforcement
No. The City of Paramount does not enforce federal immigration laws. Immigration enforcement is the responsibility of federal agencies such as Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP). Local governments like Paramount are not involved and have no authority in these operations.
No. Paramount contracts with the Los Angeles County Sheriff’s Department (LASD) for public safety services. LASD deputies do not participate in immigration enforcement actions such as raids or deportations on behalf of ICE or any federal immigration agency.
City employees are trained to serve all community members equally, regardless of immigration status. It is not the City’s role or practice to report individuals to immigration authorities based on their immigration status.
No. The City does not collect or share immigration status information with ICE or any other federal immigration agency unless required by law (e.g., through a lawful court order).
While the City does not have authority over federal agencies, it can:
- Stay informed and share factual information with the public
- Provide access to legal and community resources
- Advocate for the rights and well-being of all residents
No. ICE and the National Guard are not coordinating with the City of Paramount. These agencies operate independently and do not share advance notice of their activities with City officials.

Know Your Rights
Understanding your rights is one of the most powerful tools you have, regardless of your immigration status. The City of Paramount encourages all residents to be informed and prepared.
If You Are Approached by Immigration Authorities:
- You have the right to remain silent. You do not have to answer questions about where you were born or how you entered the country.
- You do not have to open your door. Unless agents have a warrant signed by a judge, you are not required to let them into your home.
- You have the right to speak to a lawyer. You can ask for legal representation and should not sign anything you don’t understand.
- You can refuse to sign documents. Do not sign anything without reading it or having a lawyer review it first.
If You Are at Work or in Public:
- Stay calm. Do not run or resist.
- Ask if you are free to go. If the officer says yes, calmly walk away.
- Do not lie. Giving false documents or information can be used against you.
Plan Ahead:
- Memorize the phone number of a trusted contact or immigration attorney.
- Carry a Know Your Rights card and keep important documents in a safe place.
- Talk to your family about what to do in case of an emergency.
