Housing Element
State law requires every California city to adopt “a comprehensive long-term general plan.” The City of Paramount’s General Plan (comprehensively updated most recently in 2007) guides land development to meet the vision and needs of the Paramount community. The General Plan is divided into “elements” – Land Use, Transportation, Resources, Health and Safety, Economic Development, Public Facilities, Housing, and Environmental Justice Element. California requires all local governments to adequately plan to meet the housing needs of everyone in the community. The State requires California’s cities and counties to meet this requirement by adopting housing plans as part of their general plans.
Housing Element 6th Cycle
California law requires the City of Paramount to update the Housing Element in eight-year cycles. We are now in the 6th Cycle (2021-2029).

Click here for a letter from the California Department of Housing and Community Development (HCD) from October 7, 2022. This letter confirms that the Paramount Housing Element is certified and in full compliance with State Housing Element Law.
