Housing Element

State law requires every California city to adopt “a comprehensive long-term general plan.” The City of Paramount’s General Plan (comprehensively updated most recently in 2007) guides land development to meet the vision and needs of the Paramount community. The General Plan is divided into “elements” – Land Use, Transportation, Resources, Health and Safety, Economic Development, Public Facilities, Housing, and Environmental Justice Element. California requires all local governments to adequately plan to meet the housing needs of everyone in the community. The State requires California’s cities and counties to meet this requirement by adopting housing plans as part of their general plans.

Housing Element 6th Cycle

California law requires the City of Paramount to update the Housing Element in eight-year cycles. We are now in the 6th Cycle (2021-2029).

Why is it important to maintain an updated Housing Element?

  • Ensures the City complies with State law
  • Allows City eligibility for State funding and grants
  • Demonstrates the ability to meet future housing growth needs
  • Allows the community to engage in the planning process

RHNA

The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements of the general plan. The RHNA quantifies the need for housing within each city and county during eight-year planning periods. The Southern California Association of Governments (SCAG), an association of local governments and agencies that meet to address regional issues, developed the 6th Cycle RHNA Allocation Plan which covers the planning period October 2021 through October 2029.
